[FIXED] Adjust JSZ account filtering when asking for stream details (#5229)

When making a JSZ request with the following options:
```
{streams: true, account: "FOO"}
```

If a server is not aware of account FOO, then the server would send back
*all known accounts* details.

(Example: the additional test case provided would fail because the
server sends back 3 account details, rather than zero)

The new behavior is consistent with request handling when `streams` is
false: return 1 account detail if there's a match and 0 if there is no
match.
