Add send capacity check to ProdAgent.Send

This enables the ProdAgent to make sure there's sufficient capacity to
send a message to the entire list. The capacity is based upon the 24
hour send capacity multiplied by `MAX_BULK_SEND_CAPACITY`, as noted in
the README.
