Commit Message

Avoid WeightedFairQueueByteDistributor which is broken in Netty CR1

The default distributor in CR1 could send the headers out-of-order
(netty/netty#4758). UniformStreamByteDistributor did not have such a
problem and is actually all we need, since we aren't too worried about
priority.
