Reach fal-client 1.0.3 parity and adopt version-line release tracking

Bring the SDK to 1:1 parity with upstream fal-client 1.0.3 and adopt the
release policy where this module's version mirrors the fal-client version
it ports. Version moves 0.1.0 -> 1.0.3 (Version, the latest CHANGELOG entry,
and the Git tag now match; the earlier v1.0.0 tag predates this policy and is
superseded).

Parity:
- transport/backup.go: backup-domain failover. On a connection-establishment
  failure (DNS, refused, connect timeout) to fal.run/queue.fal.run, replay once
  against falrun.com/queue.falrun.com, with the connect capped at 5s for those
  domains. Only the TCP DialContext is wrapped; TLS and HTTP/2 negotiation stay
  with the stock transport (overriding DialTLSContext would disable net/http's
  automatic HTTP/2). WithLogger configures the failover warning logger.
- Run: WithMethod issues a GET (no JSON body); Run executes on a timeout-free
  RunClient so long generations are unbounded (mirrors run(timeout=None)); bound
  a call with WithTimeout.
- Stream forwards WithHeaders; RequestHandle.Get takes an optional poll interval.
- transport gains RunClient plus DoWith/DoJSONWith.

Release tracking:
- CHANGELOG rewritten to the "## vX.Y.Z (date)" tracking format.
- README Reliability & timeouts and Releases sections; migrating row; Get example.
- .github/scripts/version.py + release_notes.py and workflows/publish.yml
  (SHA-pinned, repo/branch guards); version_test.go enforces Version==changelog
  in CI. Existing self-hosted ci.yml and governance left intact.
