fix(build): add Windows support with platform-specific build tags

- split procgroup.go into procgroup_unix.go and procgroup_windows.go
- extract file locking to flock_unix.go and flock_windows.go helpers
- update CLAUDE.md with cross-platform development guidelines

Windows limitations:
- process group signals not available (graceful shutdown kills direct process only)
- file locking not available (active session detection disabled)
