Development merge to master for version 3.3.1 (#44)

* Added TODOs and fixed bug in FlexModel that involved IGP shortcuts and parallel links over demand with ECMP paths (see igp_shortcuts_model_mult_lsps_in_path_parallel_links.csv for scenario

* added todo - make spacing_factor an argument

* fixed bug in FlexModel IGP shortcuts for a corner case topology; need to write unit test for that

* added unit test for IGP shortcut/parallel link bug I just fixed

* update version and changelog; moved prototype script to examples
