test: cover the DHL eCommerce Solutions not-found path, which nothing was exercising

The existing `dhlEcommerceSolutions.track` block is `{ skip: true }` and needs live
sandbox credentials, so the whole tracking path was untested — dhlEcommerceSolutions.js
reports 21.53% coverage in CI with lines 94-205 uncovered. That's the path the 404
check lives on, so the previous commit shipped unverified.

Mock DHL's own fetch calls instead, which needs no credentials and runs everywhere.
Two cases, covering the distinction carriers/dhl.js depends on to decide whether to
fall through to the UTAPI: a 404 must come back as empty results, and a 500 must
still propagate.

The 404 fixture carries DHL's text in `errors[]`, because that's the case that makes
message matching fail. Reverting the fix to either candidate string fails the
not-found test, and swallowing every error fails the server-error test.
