Allow excluding repositories from the overview

Some repositories raise more Renovate pull requests than anybody wants on
this dashboard, or are somebody else's to deal with. Settings -> Where to
look -> Excluded repositories now takes one owner/repository per line (a
pasted GitHub URL works too), and grouping by repository puts an Exclude
button on every group header that adds one.

The exclusions are pushed into the search query as -repo: qualifiers so an
excluded repository normally costs no requests at all, but only as far as
the 256-character query limit allows: whatever does not fit is dropped from
the results instead, so a long list degrades to filtering rather than to a
rejected query. The search ceiling is still judged on what GitHub matched,
before the excluded ones were taken out of it.

Excluding also applies to what is already on screen, via store.configure, so
the rows go the moment the setting is saved rather than at the next refresh.
