ci: fix pulse scan-image component issues blocking pipeline

- Remove enable_override/program_version from OSS scan jobs: the old
  .scan-image-no-policy template did not report to nSpect, and pulse-cli
  requires a policy file when override is requested
- Suppress all *-track-usage jobs with when:never: these jobs require a
  runner tag not available in this project and block the .pre stage
  indefinitely
- Add services:[] to OSS job overrides: prevents the vault-agent sidecar
  from crashing and causing a system failure after the scan completes
