feat: add IPv6 VRF meta-plugin support for CIDRPool-based OVSNetworks

When a RailTopology references a CIDRPool and the pool's CIDR is IPv6,
the OVSNetwork NetworkAttachmentDefinition now includes a VRF meta-plugin
alongside the existing RDMA plugin, using the rail topology name as the
VRF name.
