Changes for kilted and Jazzy (Fix headers: cv_bridge.hpp migration & gmock include cleanup) (#816)

## Change Overview

Implement the `__has_include` suggestion from
https://github.com/rai-opensource/spot_ros2/pull/780#issuecomment-4680548167
Also includes the `SpotIMUBroadcaster` changes from
https://github.com/rai-opensource/spot_ros2/compare/main...taDachs:spot_ros2:kilted

## Testing Done

Builds in humble and jazzy. Driver runs and I could echo topics. I've
not been able to get the controller_manager to run with or without the
changes (though I've not spent much time with that). I have used the
`taDachs:spot_ros2:kilted` code on our Spot on Jazzy a lot and this PR
is pretty similar.
