Follow SONATA circuit_config standard by having `target_simulator`

* Previously, only the simulation config had it; however, the official
  specification has it in the circuit_config; see
    https://github.com/openbraininstitute/sonata-extension/pull/31
* Note this is an API change for C++; maintained compatibility in python
* also add BRIAN2 as a `SimulatorType`
