Added:
- tests for dictionary resolution with a region-qualified root locale (e.g. `en-US`)

Fixed:
- dictionary (`dict`) resolver now falls back correctly for region-qualified locales: when the exact locale (e.g. `en-US`) is missing, it tries the base language part (`en`) before the `*` fallback, instead of going straight to `*`

Changed:
- removed the unreachable `whenHydrated` hydration path from the client `resource()`: the callback could never fire because `setHydratedData` runs once at mount time (before the tree subscribes). The dead subscription code and the per-key subscriber map (`subs`) on `HydrationState` are dropped, simplifying `src/client/hydration.ts` and the `HydrationState` type without changing public behavior
