pom: fatal error for unknown options

* Print usage for bad options instead of ignoring them
* Introduce checknum() helper function; negative numbers are not allowed
* Internal values $gm_hh/$gm_dd/$gm_mm do not need checknum()
* Avoid nested sub in kelper() function (found by perlcritic)
