e2e: Call driver.get from beforeEach

The previous commit from #107 didn't fix the flakiness:

However, locally, this change improved the running time of the first
test case ("creates a new short link") by O(400ms). Perhaps this will
make the difference by ensuring that the initial page load doesn't count
against the timeout for the test case.
