Decouple crate versions from workspace.package.version

aa9b7eb bumped workspace.package.version to 0.8.1 for the binstall-metadata
fix, which every crate inherited via version.workspace = true - including
gpg-inspector-lib, whose Cargo.toml didn't change. Confirmed on crates.io:
gpg-inspector-lib 0.8.1 is already published with zero code diff from
0.8.0. Same root cause and fix as wayfinder (b7b2710): give each crate its
own explicit version so a bin-only bump doesn't drag the lib along next
time. No functional change, both crates stay at 0.8.1.
