0.8.1: cargo-binstall metadata for gpg-inspector's actual asset naming

Same fix as mdtask 0.6.1 / edikt 0.2.8: binstall's default guess templates
are all target-triple + version based; this repo's assets don't match any
of them, so binstall silently fell back to source compiles. Added explicit
pkg-url/bin-dir/pkg-fmt metadata using { name } (crate name, which matches
the binary name here) - not { bin }, which only resolves in bin-dir and
fails to render in pkg-url (learned the hard way on edikt 0.2.7).
