Fix Coveralls race condition by marking Rust upload as parallel

Both CI jobs were racing to update the same Coveralls status check.
Adding parallel: true to the Rust upload makes it supplementary —
Coveralls won't use it to update the blocking status check. The Elixir
job's mix coveralls.github remains the sole source of the threshold
check. Rust coverage is still visible in Coveralls under the Flags tab.
