Commit Message

Add cargo llvm-cov coverage reporting to Rust CI job

Replaces the bare cargo build step with cargo llvm-cov, which runs
tests and produces an LCOV report. Uploads to Coveralls alongside the
existing Elixir coverage. Also adds llvm-tools to the rustup components.
