Add a Coverity Scan static analysis GitHub Actions workflow

The Coverity Scan analysis used to run from the Travis CI matrix, which is
gone. This adds a dedicated GitHub Actions workflow that downloads the
Coverity build tool, compiles the library through cov-build, and uploads the
result to the existing project at scan.coverity.com/projects/srombauts-sqlitecpp.

It runs on pushes to master and on manual dispatch, and only in the upstream
repository, since the COVERITY_SCAN_TOKEN secret is not available to forks.
