Detect developer installs by checkout, drop git versioning leftovers.

`_isDeveloperInstall()` relied on a `dev` local version part (`0.0.0+master.<sha>`
plus `setup.py egg_info -b dev`). Since `setuptools-git-versioning` was removed
(b1980944), the version is a plain `0.0.0`, `-b dev` makes it `0.0.0.dev0` without
a local part, and developer installs were never detected: the requirements check
and the UI code generation at startup didn't run. Detect a developer install by
the checkout's `.git` instead, and drop the tag step from the DEVELOPER-README and
CI.

In CI, `developer-install` now starts the GUI before the UI code is generated
explicitly and checks that it runs, logs no errors and generates everything the
main window needs.

Also remove the dead `setuptools_git_versioning` option (the version is `0.0.0`),
and add `README.md` (read by `setup.py`) to uv's cache keys.
