fix: Fix RST markup in README and enhance local CI validation pipeline

Fixed PyPI publication error and added comprehensive local validation to prevent
GitHub Actions failures.

## Fixes
- Fixed RST underline length in README.rst line 196 (Environment Configuration)
- This resolves the "Title underline too short" twine check error

## Enhancements
- Added twine check validation to run-ci-locally.sh
- Created new tox environment 'validate' for package validation
- Enhanced diagnose-ci-issues.sh with twine validation check
- Updated LOCAL_CI_GUIDE.md with validation steps
