Raise HDX library floors and leave PRO-OVE without a sector

hdx-python-country 4.2.2, hdx-python-pipelineutils 0.0.7 and
hdx-python-utilities 4.2.0. "Protection (overall)" (PRO-OVE) was fuzzy
matched to one protection AoR (PRO-CPN with Phonetics, PRO-GBV with
RapidFuzzMatcher) and overwrote that AoR's rows. New
clusters_without_sector config skips the sector lookup for it, so its 13
rows get a "No cluster mapping" error, as for RR, and 4 AFG PRO-CPN rows
get their own values back.
