4 — Downstream re-baselining: New tests/test_downstream_2025.py runs
  dataset_generator.py/hapi_output.py/hapi_dataset_generator.py (unchanged by the migration) against the real 2025
  Afghanistan/Sudan output. Four new golden CSV fixtures (afg_hpc_needs_api_2025.csv, sdn_hpc_needs_api_2025.csv,
  hpc_hno_2025.csv, hdx_hapi_humanitarian_needs_global_2025.csv) generated from a real run, sanity-checked, and checked in as
  the comparison baseline. Bonus finding: it independently reproduces a genuine data-quality quirk ("Refugee Response"/RR
  cluster not recognized) that the old pipeline also flagged, via a different code path — good cross-validation that this
  isn't migration-induced.

  5 — Coverage gaps: New tests/test_plan_edge_cases.py, 7 monkeypatched unit tests covering what the small real-fixture
  sample never exercised: DownloadError/GraphQLError handling, no-attachments case, no-cluster warning, unknown-location
  error, max_admin exceeded, pcode-filter skip, and the HasDisaggregatedData=False gating. plan.py coverage went from
  86%→95%.

  6 — Docs: CLAUDE.md's Project Overview/Architecture/Environment sections and README.md's description/Data
  Pipeline/Transformations sections now describe the Fabric GraphQL source, graphql_reader.py/queries.py,
  HPC_SUBSCRIPTION_KEY, and point to docs/decisions/ — no more stale references to the old REST endpoints or
  monitor_json.py/etc.

  8 — .gitignore: added saved_data_*/ alongside the existing saved_data/ — confirmed via git check-ignore that
  saved_data_2024//saved_data_2025/ are now actually ignored.
