Release v1.3.0 (#32)

- feat(index): export ZONE so zone validation doesn't need a deep import
- feat(index): add validateZone(str, opts), parse + coexistence
- fix(zone): skip blank/comment lines instead of validation errors
- fix(zone): honor $TTL 0, RFC 2308
- fix(dns-zone): tinydns data no longer errors on subsequent SOAs
- docs(README): note why the parsers do not apply zone-level rules
- deps(all): bump versions
