Add RequestHandler to payjoin-ffi

Binding users (Dart, Python, JavaScript, C#) are the integrators most
likely to copy payjoin-cli's selection logic by hand, so export
RequestHandler to them as well.

The binding supplies the HTTP transport through two foreign traits.
OhttpKeysFetcher makes one key fetch attempt and says whether a failure
is the relay's or the directory's. RelayTransport builds a fresh request
per relay and posts it. The core loops then choose relays and
directories and fail over, as in the Rust API, so bindings get the same
policy without reimplementing it.

set_ohttp_keys takes the directory with the keys, matching the core
API. RequestHandlerError wraps the opaque core error, as
CreateRequestError does.
