test: add error handling tests for AWS CLI, file stat, and directory walk

**Added:**

- Added test for AWS CLI check error handling in ExecuteWithClients, ensuring errors
  from the SSM command surface correctly
- Added test for uploadToS3 to verify error is returned when file does not exist
- Added test for uploadDirectory to simulate and check error when directory walk
  encounters permission issues
