ci: move permissions to top-level in meta workflows for consistency

**Changed:**

- Shifted permissions configuration to the top-level in both meta-labeler and
  meta-sync-labels workflows to align with GitHub Actions best practices and
  avoid redundancy
- Removed redundant job-level permissions blocks from both workflows
- Removed the unnecessary checkout step from the meta-labeler workflow, as it
  is not required for label management jobs
- Added explicit top-level permissions for issues in meta-sync-labels to ensure
  proper access
