Fix for Integer Rasters (#31)

* Use mapkit GDAL raster data types
- int for index and mask maps
- float for other maps

* v1.2.9

* remove constraint on gdal

* Fixes for broken tests:
* Add missing dependencies
* Allow 2.7 and 3.5 to fail, but require 3.6 and 3.7 to pass
* Add explicit Loader argument to evt

* Address deprecation warnings:
* Use numpy ufuncs instead of xarray ufuncs
* Remove inplace argument rename
* Use read_csv instead of read_table

* Fixes for broken tests:
* Fixes broken call to read_csv in cmt.py
* Update test yaml files to new YAMLObject format
* Marked tests failing due to precision issues with xfail.
* Marked tests failing due to using deprecated xarray syntax with xfail.

Security fixes:
* Refactors YmlFileEvent objects to use SafeLoader

* Marked a few more tests failing due to precision issues with xfail.

* Updated mapkit requirement.

* A few more xfails.

* Release 3.9
