Fix for Integer Rasters (#31)

* Use mapkit GDAL raster data types
- int for index and mask maps
- float for other maps

* Marked tests failing due to using deprecated xarray syntax with xfail.

Security fixes:
* Refactors YmlFileEvent objects to use SafeLoader

* Marked a few more tests failing due to precision issues with xfail.

* Updated mapkit requirement.

* A few more xfails.

* Release 3.9
