ciao-controller: sqlite3db: add persistent storage for cnci instances

Previously, we did not store CNCI instances as normal instances.
Since we are going to do that now, we need to indicate in the
persistent store whether or not an instance is a CNCI or a normal
tenant instance by storing & retrieving the instance.CNCI boolean.
