ciao-down: Update connect and status to handle booting VMs

The status and the connect commands now handle the case where the VM is running
but has not yet booted and so cannot be connected to via SSH.  ciao-down
connect will now wait until the VM has booted before attempting to SSH into the
guest VM.

Fixes #956
