Refactored the branchlength setting and getting API. (#219)

* Refactored the branchlength setting and getting API.

* Created system for getting and setting branchlengths from any kind of metadata, providing three methods are defined for the piece of metadata.

* First draft of branchlength and branchlength! that is extensible to any metadata type.

* Added docstrings

* Resolved a phylo testing error

* Corrected add_branch! create_branch! test errors

* Changed some rem_branch! calls to destroy_branch

* Introduces the BranchLength wrapper type and BasicBranch BranchMetaData type

* Moved BranchMetadata to it's own file
