Deprecate the positional options Hash in version

Since #2618 replaced extract_options! with keyword arguments (3.0.0), a
trailing braced options Hash such as

    version 'v1', { using: :header, vendor: 'acme' }

lands in the splat. Grape registered a version literally named
`{using: :header, vendor: "acme"}` and kept the API on the default :path
strategy, without any warning, so header, param and Accept-Version
requests answered 404.

Redispatch that Hash as keyword arguments behind a deprecation warning,
as #2853 did for requires, optional and use. Its keys win over keywords
passed next to it, which can't be told apart from their defaults. A key
that is not an option now raises ArgumentError instead of becoming part
of a version name.
