Render a FIXED widget in a GIVEN-width Padding

Padding(BigText(...), width=N) reported FIXED sizing but failed at every
size: render(()) passed (N,) to the fixed-only widget.

- A FIXED widget that is not FLOW renders at its own size and is clipped
  or padded to the given width by align, as in CLIP mode.
- pack(()) returns that width and the widget's rows instead of raising.
- padding_values(()) gives the same offsets, so cursor, mouse and key
  handling with no size match what is drawn.
- sizing() and pack() warn only for widgets without a supported sizing.
