Raise PaddingError for a GIVEN-width pack without rows()

Padding(widget, width=N).pack(()) over a widget with no rows(), such as
a fixed-only BigText, warned and then failed with a bare AttributeError
from the missing method.

- It now raises a PaddingError naming the widget after the same warning.
- The error is also an AttributeError with name and obj set, so code
  catching AttributeError around pack() still catches it.
- The test asserts the warning text pack() actually emits; its previous
  assertion sat after the raising call and never ran.
