docs(builtin): drop outdated JS array view caveats (#4755)

JS arrays now share the {buf, len} representation with the other backends,
so a view of a shrunk array no longer reads undefined. Remove the docs that
still described the old JS behaviour, and state the contract on MutArrayView.

Add a test that writes through a mutable view stop reaching an array that
has grown, and rename array_nonjs_test.mbt to array_buffer_test.mbt since it
now runs on every target.
