* chore(rollcall): keep a view of the tracker state in an ETS table

This allows for readers to get the tracker state without calling the
tracker Genserver, and will be used in the initial presence sync for
a client.

There's no doubt some optimisations we can do for this structure,
we've got a bit of redundancy in how we're storing things, but I
want to get things working correctly first, the measure, the optimise.

* chore(rollcall): add write_concurrency: :auto to view table
