test: fix flaky gen_rpc and database tests (#2505)

* test(gen_rpc_metrics): retry the prune check when the node reconnects

The peer can be listed again between the disconnect and the poll, so the single
poll saw the node still in the totals. Each attempt now reconnects, disconnects
and polls again, and only counts when the node had an accumulator before it left.

* test(gen_rpc_bad_tcp): retry the call when it hits an exiting gen_rpc client

A call that reaches the gen_rpc client while it exits after a failed connect returns
{:unknown_error, {:noproc, _}} instead of :econnrefused. Under CPU load this lasts for a
burst of calls, then the call returns :econnrefused again. The call/5 and multicall/4
tests now retry until they see :econnrefused.

* test(database): count the available connections again when the check disagrees

The test counts the client backends, then check_tenant_connection counts them again.
A connection opened or closed in between changes the count by one, and the test failed
with "Only 83" against an expected "Only 82". Each attempt now counts again before it
compares.

* test(gen_rpc_metrics): stop a dedicated peer instead of disconnecting the shared one

The cluster reconnects a node that is only disconnected. Muster, syn and PubSub send to
it again before they handle the nodedown, so a poll could still list the node.

The pruning test now starts its own peer and stops it. A stopped node cannot come back.
The test is in its own module because GenRpcMetrics maps sockets to nodes by IP address,
and every test peer is on 127.0.0.1, so it can only tell nodes apart with one peer
connected. The test no longer takes down the shared peer of the other tests.

This replaces the retry loop from the previous commit.
