ci: shard the tests, cache the styles and run the suite with reduced motion (#2579)

* ci: shard the tests, cache the styles and run the suite with reduced motion

- Split the spec files into 3 size-balanced CI jobs (TEST_SHARD=<index>/<count>).
  The `test (24.x)` gate job stays the required check and closes the
  parallel Coveralls report.
- Restore the compiled styles from actions/cache (restore-styles action).
- Make tsc incremental and add a stylelint content cache for local checks.
- Run the tests with prefers-reduced-motion: reduce. The blocks that check
  animations call allowMotion().
- Tabs: scroll the strip at once with prefers-reduced-motion: reduce.
- Wait for the fallback position in the tooltip showAt specs and for the
  smooth scroll to end in the tree real-click selection spec.

* i: merge the shard coverage before the upload to Coveralls

- The shards keep their coverage-final.json as artifacts. The test job
  merges them with wtr's own merge (scripts/merge-coverage.mjs) and
  uploads one lcov, because Coveralls merges the branches of the
  shards by number and counts them more than once.
- Exclude the spec files from coverage, because a shard counted the
  spec helpers that it imports but does not run.
