fix(nav-drawer, dialog): keep the drawer modal until its exit ends (#2578)

- Nav drawer: the dialog stays modal until the slide-out and the
backdrop fade end, so the exit also runs in Firefox and Safari.
`open` still changes at once. hide(), toggle() and igcClosed wait
for the exit, and a reopen during the exit ends hide() with false.
- Nav drawer: the shown drawer and mini variant use `translate: none`,
so fixed content is placed against the viewport. With reduced
motion, the drawer, the mini variant and the backdrop change at once.
- Dialog, nav drawer: a shared modal-backdrop mixin draws the fade.
- Specs: shared backdrop helpers that also work in WebKit.
