feat(realtime): probe the socket on foreground and wake from network changes (#1724)

* feat(realtime): probe the socket on foreground and wake from network changes

Fixes #579. Fixes SDK-2116.

* test(realtime): wait for the heartbeat reply before advancing the probe clock

The live-socket probe test advanced the clock after flushing the inbox, but the reply reaches the inbox through the socket reader. On a slow Linux runner the 5 s probe timer fired first and forced a reconnect. The test now waits for the acknowledged heartbeat event.

* feat(realtime): wait 2 s between attempts that a network wake hint starts

A path that flaps in bad reception reports satisfied again and again, so each report started an attempt. A hint now starts an attempt no sooner than 2 s after the previous attempt started, never lengthens a wait, and does not apply to the foreground probe or foreground retry.

* ci: bump the SDK compliance workflow to capability-matrix v2.2.0

v2.2.0 adds realtime.configuration.foreground_liveness_probe and realtime.configuration.network_path_wake, which sdk-compliance.yaml declares.

* fix(realtime): pause the heartbeat tick while a pending heartbeat serves as the probe

A foreground probe that reuses a pending heartbeat left the regular tick running. After a suspension the overdue tick could fire before the reply was read and close a live socket without the probe's 5 s. The tick now pauses until the reply restarts it.

* test(realtime): advance the heartbeat test one interval at a time

The test moved the clock two intervals in one jump, but the second heartbeat timer exists only after the first heartbeat went out. On a slow Linux runner the jump could end first, leaving one heartbeat. main fails the same way on Linux 6.2. The test now waits for each heartbeat before the next interval.
