Use Script Host before PowerShell for Windows parent query fallback (#920)

When optional `win32ole` is unavailable (including Ruby 4.0), Windows
hook contexts still launch PowerShell to inspect their parent command.
Query the same WMI field with Windows Script Host first, retaining
PowerShell when the host is missing, disabled, returns an error, or
produces invalid output.

The helper is included by the existing `libexec/**/*` gem packaging
rule. It validates the PID, and Ruby decodes redirected UTF-16LE output
while preserving complete Unicode command lines. No additional
dependency is required.

All five paired GitHub Windows/Ruby 4.0 shard measurements improved:
7.1% aggregate and 9.4% median test-command reduction, with positive
results in both execution orders. The slowest shard fell from 55.9s to
50.7s. [Benchmark

Validation: all 1,708 examples pass locally, with new tests for
Unicode/BOM decoding, exited processes, missing Script Host, script
failure, and malformed output. RuboCop passes. Full Ruby/OS GitHub CI is
required before merging.

all1,708 examples for all six Ruby/OS pairs (10,248 executions),
including lint and the aggregate required CI check. Aggregate [coverage
increased to92.442%](https://coveralls.io/builds/82854880), +0.02
percentage points. Two optional partial-shard comparisons changed
because the five added examples redistribute later examples. The138s
workflow overlapped another full run, so it is correctness evidence, not
a clean end-to-end timing sample; final combined verification will run
on main without diagnostic contention.
