Cache Windows dependency resolution with daily refreshes (#919)

Cache the generated Windows `Gemfile.lock` before `ruby/setup-ruby`
restores the existing gem cache. Without a lock file, every Windows
matrix job fetches gem metadata and resolves the same dependencies
before it can find that cache.

The cache expires each UTC day and changes when the Ruby series,
Gemfile, gemspec, or project version changes. Fresh dependency
resolution remains automatic; the ignored root lock file stays
untracked. Ubuntu and lint retain their existing setup.

A warm-cache GitHub experiment passed actual test shards on Ruby
3.3/3.4/4.0. Cache restore plus Ruby setup took 7s/6s/10s, versus
14s/11s/22s for fresh resolution in the same cohort. [Benchmark
run](https://github.com/sds/overcommit/actions/runs/42090605659). Full
production CI, including a warm-cache confirmation, is required before
merging.

Final verification: all three full [GitHub CI
attempts](https://github.com/sds/overcommit/actions/runs/42091667641)
passed all 10,218 example executions. Both warm attempts restored all 15
Windows locks and performed no Windows metadata fetches. The isolated
setup experiment confirms the saving; full workflow times remain noisy
(warm117s and107s, including slow hosted-runner
startup/checkout/reporting), so these samples do not establish a clean
end-to-end gain by themselves. All required and optional checks pass.
