[kotlin] Fix #7171: Support the ..< range operator (Kotlin 1.9) (#7179)

Kotlin's open-ended range operator ..< (rangeUntil), stable since
Kotlin 1.9, was missing from the grammar, so any file using it failed
to parse and was dropped from analysis.

Ported from the Kotlin/kotlin-spec grammar this grammar derives from:
RANGE_UNTIL (KotlinLexer.g4:71), Inside_RANGE_UNTIL (:421) and the
rangeExpression alternative (KotlinParser.g4:411).
