Add metadata to client-side `NoiseLearnerV3` (#3541)

### Summary
This PR adds metadata (`fraction_kept` and `success_rates`) to the
metadata of the client-side `NoiseLearnerV3`. As part of this PR we bump
the `qiskit-noise-learning` dependency to `>=0.2.0`.
