Switch top-level Sampler and Estimator imports (#3538)

### Summary

Make the top-level imports of `Sampler` and `Estimator` point to the
client-side primitives, adding a new `server_side` module that contains
the server-side primitives.

This also revises the test suite, defaulting it to use the client-side
primitives. A `server_side_primitives` marker is added to help with the
migration (easier visibility of which tests target/use the client-side
primitives, and more fine-grained control over ignoring the deprecation
warnings in the test output).
