Let logged-out visitors see project and species list checklists

Only /checklist?project_id=N, ?species_list_id=N and
?species_list_id=N&project=M are public; any other parameters still
require a login. Logged-out pages render taxa as plain text, show the
project banner without links, replace the project tabs with a login
prompt, drop the action menu, and send X-Robots-Tag: noindex.
