ci: pin the supabase cli to v3 and document its gen types targets (#2118)

Supabase CLI v3.0.0 is the latest release. This moves CI onto it and
updates the docs to the v3 commands, so they match the CLI people
install from now on.

## CI and config

- `test.yml` and `example-integration-tests.yml` pin the CLI to `3.0.0`
instead of `2.120.0`.
- `enable_signup` under `[auth.email]` and `[auth.sms]` becomes
`enabled` in both configs. v3 deprecates the old key and removes it in
v4. `enable_signup` under `[auth]` is not deprecated and stays.

## Docs

v3 targets the local stack by default and deprecates the old target
flags, which v4 removes:

Every `supabase gen types` command and its surrounding prose now uses
the v3 form: the READMEs, `MIGRATION.md`, the example READMEs, the
`skills_src` templates (with `skills/` regenerated) and the
`supabase_typegen` usage message. The minimum CLI version in the docs
goes from 2.122.0 to 3.0.0, since `--remote` does not exist in v2.

The rest of the [v3 migration
guide](https://supabase.com/docs/guides/local-development/cli/migrating-to-v3)
needs no changes here. Both configs set `project_id`, `orioledb_version`
is empty, and nothing uses the removed `linkedin`/`slack` providers,
`INBUCKET_URL`, per-function `import_map.json` or `supabase-go`. The
examples config sets `[auth.sms] enable_confirmations = true`, which v3
no longer inverts, but the phone flow there is OTP-based and works on
v3.

## Verification on CLI 3.0.0

- `supabase start` prints no deprecation warnings.
- `supabase gen types --lang dart` without a target produces the same
output as `--local`.
- The `supabase_auth` and `supabase_typegen` suites pass.
