ci: rename [inbucket] to [local_smtp] for supabase cli v3 (#2117)

Supabase CLI v3.0.0 no longer accepts the `[inbucket]` section, so
`supabase start` with the root `supabase/config.toml` fails locally:

```
[inbucket] in supabase/config.toml is no longer supported. Use [local_smtp] instead.
```

This renames the section to `[local_smtp]`. Its keys are the same in v3.
CI pins CLI 2.120.0, which already accepts `[local_smtp]` (the examples
config uses it), so the config now works on both versions.

Verified locally on CLI 3.0.0: the stack starts and the `supabase_auth`
suite passes.
